A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, AUTHORIZING THE ADMINISTRATION TO NEGOTIATE AN AGREEMENT WITH THE TOP RANKED FIRM, GLOBALTECH, INC.; PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) 2025-008 - DESIGN/BUILD FOR WWTP HEADWORKS REHABILITATION; PROVIDING FOR AN EFFECTIVE DATE

BACKGROUND:                     

The headworks structure of the West Wastewater Treatment Plant (WWTP) shows signs of corrosion requiring rehabilitation. To address these issues, the City is implementing a capital improvement project to rehabilitate the existing headworks structure and replace equipment. Specifically, structurally rehabilitating the headworks facility, evaluating and rehabilitating the odor control system, constructing a dump station and associated equipment near the headworks structure for internal City use, and various additional improvements to help maintain regulatory compliance, improve treatment capacity, and enhance overall performance of the relative components of headworks operations.

 

To achieve the above under a fixed-price design/build (FPDB) solution, the City released Request for Qualifications (RFQ) 2025-008 - Design/build for WWTP Headworks Rehabilitation.  Two submissions were received in response to the RFQ.  A Selection and Evaluation Committee (SEC) was formed to review, evaluate, and rank the firms based on the submissions received.  The result of the SEC’s final ranking is shown below.

RECOMMENDATION:                     

Authorize the Administration to negotiate a FPDB solution Agreement and return the negotiated Agreement to the Commission for consideration.

 

FISCAL IMPACT:  None until a successful Agreement is negotiated and award of an FPDB solution has been approved.
