BACKGROUND:                     On August 21, 2013, the City Commission approved Resolution 12-371, providing for an Agreement with Broward County for Participation in the Consolidated Regional E-911 Communications System, (“Participation Agreement”), in order to promote the public health, safety, and general welfare by improving the safety of first responders and persons residing or traveling in Broward County, eliminating or reducing call transfers that result in delayed responses, and facilitating the migration to consolidated new technologies, among other benefits.

In conjunction with entering into the Participation Agreement, the City Commission also approved Resolution 12-369, entering the City into a Regional Interlocal Agreement (“RILA”) with Broward County to allocate responsibilities for the deployment of technical resources and responsibilities for the countywide public safety communication systems.  Both the Participation Agreement and the RILA are collectively referred to as the “Agreements.”

The First Amendment to the Agreements amends certain definitions and operational provisions, and was not approved by the City Commission at the November 4, 2020 City Commission meeting.  At this time, however, in order to approve the Second Amendments, the City Commission also needs to consider the approval of the First Amendment to the Agreements.

 

The Second Amendment to the Agreements include the renewal for another five years, an auto-renewal for an additional five-year period following the September 30, 2028 expiration date, and modification of the Engagement Process (Exhibit C) without a written agreement.

 

RECOMMENDATION:                     For consideration by the City Commission.
