A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, AWARDING RFP NO. 2026-007 - TOWING SERVICES TO J&J TOWING, INC.; PROVIDING FOR TOW CLASSIFICATION BASED TOW RATES NOT TO EXCEED RATES ESTABLISHED  BY BROWARD COUNTY AND CURRENT DURING ANY GIVEN PERIOD OF SERVICES PROVIDED;  PROVIDING FOR QUARTERLY REMITTANCE OF FEES TO THE CITY;  PROVIDING FOR A FIVE-YEAR INITIAL TERM WITH AN OPTION FOR ADMINISTRATIVE RENEWAL FOR AN ADDITIONAL FIVE-YEAR TERM WITHOUT FURTHER COMMISSION ACTION; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND:                                          

The City advertised for proposals and received five submissions in response to Request for Proposals (RFP) 2026-007 - Towing Services.  Three of the five submitting firms were short-listed for interviews.  Interviews with those short-listed firms were conducted by the Selection and Evaluation Committee on Tuesday, August 4, 2026, with ranking of the firms taking place immediately afterwards.  The final rankings are:

 

1.                     J&J Towing, Inc. (468 points)

2.                     WestWay Towing, Inc. (420 points)

3.                     Emerald Transportation Corporation (384 points)  

 

A few highlights from the proposal submitted by top ranked firm J&J Towing, Inc. include:

 

                     37% of towing fees to be remitted to the City as an Administrative Fee.

                     Commitment to no charge towing services, including lockouts, jump starts, tire changes, and other services needed for City vehicles.

                     Commitment to availability to assist the City with emergency response needs associated with natural disasters to include no charge for reopening of blocked roads, recovery/removal of disabled or abandoned vehicles, and other as needed support services requested by the City.

                     No charge for Fire Department requested extrication training space and the supply of salvage vehicles to be utilized for extrication training at any location.

 

RECOMMENDATION:  Award to J&J Towing, Inc.                     

 

FISCAL IMPACT: Estimated $65,000 in annual revenue based on recent historical towing activity and the newly proposed 37% remittance of fees to the City
