PROPOSAL FROM TRI COUNTY DISCOUNT LIQUORS TO PURCHASE EITHER THE LOT LOCATED DIRECTLY ON THE NORTHWEST CORNER OF US 441 AND PARK DRIVE OR THE PARCEL OF LAND LOCATED AT 891 NORTH STATE ROAD 7
BACKGROUND: During the week of May 11, 2026, the MCRA Executive Director received a proposal from Mr. Munna Rangam, owner of Tricounty Discount Liquors to purchase either the lot located directly on the northwest corner of US 441 and Park Drive (formerly 1001 Park Drive aka 1001 N. State Road 7) or the parcel of land located at 891 N. State Road 7, both of which are MCRA properties. Mr. Rangam of Tricounty Discount Liquors is proposing to purchase the land and construct a new beverage store. He has submitted offers to purchase either property (see copies attached) with the intention to move forward with only one location depending on direction from the MCRA, (see emailed proposal and renderings attached). It should be noted that these renderings are AI generated and have not been done by an architect.
Details of the offer are as follows:
Parcel 1 - NW Corner of US 441 and Park Drive / Parcel ID#484125031081 (formerly 1001 Park Drive aka 1001 N. State Road 7):
• Offer to Purchase for $250,000
• MCRA purchased this property in 2009 for $650,000, plus demo/site preparation - former site of Stars and Stripes Car Wash
• This property is contiguous to the Chevy Chase plaza (lot is located on the SE corner of the plaza) and would be considered a core piece of the city center development
Parcel 2 - 891 N. State Rd. 7 / Parcel ID #484136060180 (Players Club property):
• Offer to Purchase for $301,000
• MCRA purchased this property in 2018 for $675,000, plus demo/site preparation
• This property is offsite from the core of the proposed city center development
S.K. Rangam, Inc. d/b/a Tri-County Discount Liquor and Beverages currently has a lease with the MCRA until 4/30/2029 in Ace Plaza and occupies 7,800 sq. ft. of space.
The MCRA has the authority to sell real property pursuant to Chapter 163.380(3)(a) “Disposition of property in community redevelopment areas,” and in accordance with the 2017 Margate Community Redevelopment Plan, Part 3, Section B - Redevelopment Policy, Goal III which states, “Encourage the acquisition, demolition, and reuse of those properties, which, by virtue of their location, condition, or value no longer function at their highest potential economic use, are blighting influences or have a negative effort on revitalization efforts.” A copy of the section of the Florida statute referenced is attached in the back-up.
In addition, as both subject properties are included in the Development Agreement with Brookfield DA Holdings LLC, the MCRA will need to obtain Brookfield’s consent/release if the MCRA desires to sell either property to Mr. Rangam.
RECOMMENDATION: Decline. As the MCRA is actively working with our development partner on phase 1 design plans, it is prudent that we get a clear understanding of what the development program will be for the MCRA-owned properties before we consider any further purchase offers.
