Title
PROPOSED FINAL DESIGN DEVELOPMENT PLANS FOR MARGATE BOULEVARD CROSSWALK AND LANDSCAPE IMPROVEMENTS PROJECT
BACKGROUND: On July 13, 2021, the Board approved Task Order No. 1 with Chen Moore and Associates, Inc., (CMA). Project tasks included but were not limited to providing professional civil engineering, planning and landscape architecture services for the design, permitting, and construction administration services necessary for completion of the project. These include improvements designed to address sidewalk and crosswalk issues and to meet current ADA standards, as well as to address inconsistent landscape designs and plantings.
On August 17, 2022, the Board authorized the approval of Margate Blvd Improvements Project Task Order No. 2 to CMA for additional civil engineering, landscaping, and construction administration services. The additional services include design engineering services to replace all paver sidewalks, parallel parking, and adjustments to landscaping preferences along the right of way of Margate Blvd from SR7/US 441 to East River Drive and portions of NW 58th Avenue.
On February 16, 2023, CMA presented the Board with several design options as part the development of additional design considerations for Margate Boulevard under Task Order No. 2. In order to address constructability and understand the value of the proposed improvements to the corridor, the Board requested comparable construction costs. On May 10, 2023, CMA presented a revised opinion of probable cost to remove all pavers on Margate Boulevard and replace them with concrete sidewalk and stamped concrete. However, the net price increase due to the scope change was over $1,000,000. In light of the potential development of Margate Boulevard in the near future, the Board gave direction to CMA to scale back the scope of work to the original plan as well as address a drainage conflict under Margate Boulevard.
The purpose of this agenda item is to obtain the Board’s approval of proposed improvements envisioned for Margate Blvd. CMA will be presenting this item to the Board. Following the Board’s feedback, the Bid and Build (construction) phases are expected to follow. These phases will be brought back to the Board for review and/or approval, as applicable.
RECOMMENDATION: Board approval of the proposed Final Design Plans for Margate Boulevard Crosswalk and Landscape Improvements.
FISCAL IMPACT: To date: approximately $161,141 has been allocated for design under Task Orders 1 & 2. The project is being funded under the approved Margate Boulevard Improvements budget line of the Capital Improvements Program Fund; account number: 340-0510-512.69.17.
