BACKGROUND:                                           The City of Margate, Department of Environmental and Engineering Services (DEES), is implementing a comprehensive water main replacement program across its service areas. Project priorities have been identified through the City’s hydraulic model (June 2022), which evaluates infrastructure based on age, material condition, frequency of breaks, fire flow deficiencies, and overall system performance.

 

The South Coconut Creek service area has been identified as a priority due to aging infrastructure, operational deficiencies, and the need to improve system reliability and fire protection. On June 18, 2025, the City of Margate entered into an Interlocal Agreement with the City of Coconut Creek to coordinate and complete water main replacement improvements within this service area by December 31, 2028.

 

To advance this effort, the City utilized its design-build continuing services contracts awarded also on June 18, 2025 under Resolution 25-039. In August 2025, the City initiated negotiations with David Mancini & Sons, a qualified contractor with extensive experience in underground utility construction. However, after approximately six (6) months of coordination, the City did not receive a proposal, and negotiations were discontinued due to lack of responsiveness.

 

The City subsequently engaged Giannetti Contracting Corporation under the same continuing services contract (25-039) and successfully negotiated a proposal to perform the required design-build services. The proposal includes engineering, permitting, construction, testing, and restoration necessary to complete the South Creek Service Area East Side Water Main Replacement Project.

 

The negotiated project cost is below the Opinion of Probable Construction Cost (OPCC), and staff has determined that the pricing is fair, competitive, and represents the best value to the City.

 

The proposal was developed in accordance with the City’s design-build continuing services contract, which was competitively procured pursuant to the Consultants’ Competitive Negotiation Act (CCNA), and the project cost is within the applicable statutory threshold. Although the procurement complies with CCNA requirements, staff is seeking City Commission review and approval due to the overall project value and significance.

 

The Department of Environmental and Engineering Services recommends approval of this proposal as the most efficient and cost-effective method to deliver this critical infrastructure project.
