Title

APPROVING AN AGREEMENT WITH MBR CONSTRUCTION, INC. IN RESPONSE TO BID NO. 2024-01 FOR GENERAL CONSTRUCTION SERVICES FOR THE SOUTHGATE BOULEVARD INTERSECTION IMPROVEMENTS

Body

BACKGROUND:                     In January and June of 2023, KEITH & Associates signed two Task Orders (Task Order #1 & #2/Contract Amendment #1) to draw up plans for landscaping and hardscaping along a portion of Southgate Boulevard and SR7, under the current continuing services agreement for General Engineering Consulting Services.

Using these engineering plans, Staff advertised Bid No. MCRA 2024-01 seeking a qualified general contractor to carry out the removal and replacement of the curbing and landscaping for the Southgate Boulevard Median Improvement Project.  The ad ran on Friday, March 15, 2024, and a non-mandatory pre-Bid meeting was held on April 9, 2024.

Two responses were received from qualified contractors by the due date of May 15, 2024, at 11:00AM:

1.                     MBR Construction, Inc. - Grand Total: $613,586

2.                     Sleiman Construction, LLC. - Grand Total: $741,390

Staff reviewed both submittals and recommended MBR Construction, Inc. as low bidder on the project. Further, Staff reported that MBR Construction, Inc., have worked on several MCRA and City projects with good results.  While all of these were park projects that did not involve public roads, they did include asphalt and curbing parking lots.

Other planned improvements for the Southgate Boulevard median include the addition of a monument sign for the Southgate neighborhood along with electrical for the signage and holiday tree lighting, irrigation, decorative walkways, traffic calming devices and sealing/restriping of the roadway.

RECOMMENDATION:                     To approve the agreement with MBR Construction, Inc. in the amount of $613,586.

FISCAL IMPACT:                     The MCRA budgeted $1,520,000 in FY 2023-24 under account #340-0510-512.69.21 Southgate/SR7 Median Improvement.
