APPROVING A TASK ORDER FOR THE DESIGN SERVICES FOR THE UNDERGROUNDING OF UTILITY SERVICES ON STATE ROAD 7 BETWEEN ATLANTIC BOULEVARD AND COCONUT CREEK PARKWAY

BACKGROUND:                                          The MCRA has budgeted for the undergrounding of utilities along North State Road 7, specifically between Atlantic Boulevard and Coconut Creek Parkway.  This is in conjunction with the development of the 50+ acres of the MCRA and City owned properties located in the City’s downtown area.   Last year, FPL and other known overhead utilities (AT&T and Comcast) provided a “ballpark” cost estimate to underground their utilities indicating it could be a feasible undertaking for the MCRA.   To obtain a guaranteed cost, a special purpose survey of the entire State Road 7 right-of-way in this section of corridor was required.  On March 13, 2024 the Board approved a Task Order with Kimley-Horn and Associates (Kimley-Horn) for the survey and professional services to support this undertaking (see attached survey and opinion of probable cost of construction).  

 

On August 9, 2024 Kimley-Horn submitted a proposal to coordinate with the utility providers to develop the electrical and communications network design services and develop an equipment location and conduit routing plan to support the network designs for this project.  The proposed Task Order (Task Order #2) amount is $242,886.00 in total.  

 

As stated in the MCRA’s Redevelopment Plan, Part 3|D. Public Facilities and Services/Goal I/Objective 4- Work with the City, Broward County, FDOT and other agencies as needed to ensure provision of the necessary public facilities at acceptable levels of service to accommodate existing needs, as well as meet new demands, as proposed development occurs with the Redevelopment Area, the MCRA shall endeavor to relocate overhead utility lines underground to areas outside of immediate visibility in conjunction with new development and redevelopment projects. In addition to the aesthetic benefits, underground utilities are safer, more reliable, and resilient than overhead in both normal operating conditions and especially during weather events.

 

Kimley-Horn will be present at the meeting to give a brief presentation of the project. 

 

 

RECOMMENDATION:                     Approval of Task Order #2

 

 

FISCAL IMPACT:                     $242,886.00 for Task Order No. 2.  This project is being funded by the approved Underground Utilities budget line of the Capital Improvements Program Fund; account number: 340-0510-512.69.20.
