AUTHORIZING THE WAIVER OF BIDDING REQUIREMENTS AND APPROVING THE AWARD OF CONTRACT TO MBR CONSTRUCTION, INC. FOR REPLACEMENT OF PLAYGROUND EQUIPMENT, INSTALLATION OF PERIMETER FENCING, RENOVATION OF RESTROOM BUILDING EXTERIOR, PAINTING OF PAVILIONS, AND ASPHALT PATHWAY REPAIR AT CORAL GATE PARK IN AN AMOUNT NOT TO EXCEED $670,795

BACKGROUND:                                           During the current fiscal year, the MCRA has undertaken many upgrades to Coral Gate Park, including repaving the walking paths and parking lot, replacement of benches, installation of new sports lighting, resurfacing of basketball and tennis courts, and replacement of the fence fabric around the sports courts.  For the final phase of work for this park, staff is recommending a variety of improvements to include replacing outdated playground equipment, enhancing the exterior of the restroom building with stone and new painting, installing a 6’ picket fence at the north border of the park with pedestrian gates and gated vehicular entrance, repainting the park shelters, and replacing a root-damaged section of asphalt walkway with concrete. 

 

Based on past experience, the Parks and Recreation Department has determined that this varied scope of work can be executed most effectively by a single, qualified contractor that specializes in park construction.  It is therefore recommended that the Board waive bidding for this work and award a contract to MBR Construction, who have successfully completed multiple projects in the City of Margate for both the MCRA and the City. 

 

 

RECOMMENDATION:                     Staff approves waiving the bid and awarding the contract to MBR Construction, Inc.

 

 

FISCAL IMPACT:                     Not to exceed $670,795 plus a 5% contingency allowance of $33,540 for a total maximum impact of $704,335.  This exceeds the current available budget under A/C 340-0510-512.63.62 by $181,837, thus necessitating a budget transfer to accommodate this scope of work.
