AN ORDINANCE OF THE CITY OF MARGATE, FLORIDA, AMENDING ELEMENT V CAPITAL IMPROVEMENTS ELEMENT; AMENDING THE GOALS, OBJECTIVES, AND POLICIES; PROVIDING AN UPDATE TO THE 5-YEAR CAPITAL IMPROVEMENTS SCHEDULE, PURSUANT TO SECTION 163.3177(3), FLORIDA STATUTES; AMENDING ELEMENT III SANITARY SEWER, SOLID WASTE, DRAINAGE, POTABLE WATER & NATURAL GROUNDWATER, AQUIFER RECHARGE, PART 1 POTABLE WATER, PROVIDING FOR POTABLE WATER MINIMUM LEVEL OF SERVICE; PROVIDING FOR TRANSMITTAL TO THE FLORIDA DEPARTMENT OF COMMERCE; PROVIDING FOR REPEAL; PROVIDING FOR SEVERABILITY; PROVIDING FOR CODIFICATION; PROVIDING FOR AN EFFECTIVE DATE.
BACKGROUND: This ordinance provides an update to the Margate Comprehensive Plan. It was prepared in collaboration by Development Services, Public Works, Environmental and Engineering Services, Finance, and Complete Cities Planning Group to provide an update to the policies and the 5-year schedule of capital improvements within Element V Capital Improvements. A Capital Improvements Element (CIE) is required by §163.3177, Florida Statutes. This element is to be designed to consider the need for and the location of public facilities in order to encourage the efficient use of such facilities. A CIE must identify improvements needed to correct deficiencies in Level of Service (LOS), including the general location, cost estimates, and when improvements will be needed. During the review for this update, it was found that a new policy was necessary in Element III, Part 1, Potable Water, to clarify the minimum LOS. This update to the CIE will allow the City to supplement its road project funding with the Local Option Fuel Tax. See Appendices B and C for details of the road projects.
RECOMMENDATION: On July 28, 2026 the Planning and Zoning Board recommended approval.
FISCAL IMPACT: $4,695,000 Local Option Gas Tax Fund - five year total
