A RESOLUTION APPROVING REQUEST FOR FUNDING FROM THE BROWARD METROPOLITAN PLANNING ORGANIZATION (MPO) SURTAX PROGRAM TO FUND THREE PROJECTS; WINFIELD BLVD. IMPROVEMENTS, CITY BICYCLE/PEDESTRIAN GREENWAY SYSTEM AND THE FIRE FIGHTERS PARK / WINFIELD BLVD. BRIDGE PROJECTS.

BACKGROUND:

Winfield Blvd. Improvements Project:

 

This project was listed as a Shovel Ready project for construction which had to be well into construction by October 2020. The City was not able to meet that scheduled date and requested this project be reclassified as Design Only for 2020 and be shovel ready by the beginning of 2021 and construction beginning prior to October 2021.

 

Requested funding is $174,000 minus $20,880 for the design.

 

The scope of the project is to develop a street scape design that will slow the vehicular traffic by including traffic calming ideas and construct additional sidewalks and crosswalks for pedestrians and cyclists.

 

Once the design has been completed and approved, the City will bid out the construction of the project and hire a contractor.

 

By January 2021 all documentation for this to be a shovel ready project will be completed and the City will request this project be resubmitted to the MPO for funding.                     

 

City Bicycle/Pedestrian Greenway System Project:

 

This project was listed as Design Only for 2020 and be shovel ready by the beginning of 2021 and construction beginning prior to October 2021.

 

Requested funding is $1,000,000 minus $120,000 for the design.

 

The scope of the project is to construct a multi-use pathway that will provide pedestrians and cyclists a safe passage way from the Fire Fighters Park to Sample Road. This pathway will also provide a safe area for joggers and walkers. The plan is to have solar lighting, recycling containers, solar operated call stations, benches and exercise stations along the pathway.

 

Once the design has been completed and approved, the City will bid out the construction of the project and hire a contractor.

 

By January 2021 all documentation for this to be a shovel ready project will be completed and the City will request this project be resubmitted to the MPO for funding.                     

 

Fire Fighters Park / Winfield Blvd. Bridge Project:

 

This project was listed as a Shovel Ready project for construction which had to be well into construction by October 2020. The City was not able to meet that scheduled date and requested this project be reclassified as Design Only for 2020 and be shovel ready by the beginning of 2021 and construction beginning prior to October 2021.

 

Requested funding is $200,000 minus $24,000 for the design.

 

The scope of the project is to construct a pedestrian bridge over the One Mile canal that will connect Winfield Blvd. to the Eastern most portion of Fire Fighters Park. Fire Fighters Park is adjacent to an FPL easement that the City of Margate owns the right of way to. The construction of the bridge will provide a safe route to many school aged children who know have to travel along the East side of the One Mile canal or SR-7 which is highly congested with vehicular traffic and presents an unsafe environment for the children.

 

The bridge is a key element for the connectivity of all three projects.

 

A design is currently being worked on, once those plans have been approved, the City will purchase the bridge and hire a contractor to install it.

 

By January 2021 all documentation for this to be a shovel ready project will be completed and the City will request this project be resubmitted to the MPO for funding.                                          

 

 

RECOMMENDATION:

It is the recommendation that the City Commission approve these three projects that have been presented to the Broward County Metropolitan Planning Organization (MPO) Surtax Program for funding.                     

 

 

FISCAL IMPACT:

Until the MPO advises the City if this project will be funded the fiscal impact is uncertain.
