Title
APPROVING AN AGREEMENT WITH FG CONSTRUCTION LLC., IN RESPONSE TO MCRA RFP 2024-02 FOR GENERAL CONSTRUCTION SERVICES FOR THE MARGATE BOULEVARD CROSSWALK AND LANDSCAPE IMPROVEMENTS
BACKGROUND: In July 2021 the MCRA engaged the services of Chen Moore and Associates (CMA) to provide civil engineering, planning and landscaping architecture services for design, permitting and construction administration needed for the Margate Boulevard Crosswalk and Landscape Improvements project.
The project scope includes the sidewalk and crosswalk reconstruction to conform to ADA standards, landscaping improvements including irrigation and energy efficient lighting, improvements of existing stormwater drainage conflict within project limits, and road resurfacing. The project limits are confined to the right-of-way along Margate Boulevard from US 441 to East River Drive and N.W. 58th Avenue from Park Drive to approximately one-half (1/2) block northeast of Margate Boulevard.
The MCRA Board approved final design development plans in June 2024 and CMA provided the landscaping architecture and civil engineering plans in October, 2024. Using these plans, Bid No. MCRA 2024-02 was advertised on Monday, December 2, 2024, and a non-mandatory pre-Bid meeting was held on January 7, 2025.
Two responses were received from qualified contractors by the due date of February 20, 2025:
1. FG Construction, LLC. - Total Amount: $1,004,788.71
2. Conengineers Builders, LLC - Total Amount: $1,237,690.01
CMA evaluated the unit prices listed on each bid received and found no significant differences in the unit prices. Additionally, CMA contacted each of the client references by FG Construction, LLC., and received positive feedback. Upon reviewing all the data received, CMA provided a letter recommending FG Construction, LLC., to perform the construction of the improvements as outlined in the Margate Boulevard Crosswalk and Landscape Improvements project for a total of $1,004,788.71. FG Construction, LLC also offered a bid alternative of $187,750.90 for stamped asphalt crosswalks in lieu of stamped concrete crosswalks. Stamped concrete requires a 48 to 72 hour curing period under normal conditions resulting in road closure. Stamped asphalt would reduce installation time and minimize traffic disruption during construction. If the bid alternative is desired, the total for the project would increase by $43,911.60 to $1,048,700.31.
FG Construction, LLC. signed the agreement on March 31, 2025. Project construction has been arranged to accommodate the 2025 and 2026 Independence Day parades. It is anticipated that the project will be substantially complete within 180 calendar days and fully complete within 240 calendar days of the Notice to Proceed. Construction is scheduled to begin on July 7, 2025 and shall be completed by May 4, 2026.
RECOMMENDATION: To approve the agreement with FG Construction, LLC. in the amount of $1,004,788.71.
FISCAL IMPACT: The MCRA budgeted $2,750,000 in FY 2024-25 under account #340-0510-512.69.17 - Margate Boulevard Improvements.
