Title

APPROVING COLLECTIVE BARGAINING AGREEMENT WITH THE INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, LOCAL #3080 FOR THE PERIOD FROM OCTOBER 1, 2022, THROUGH SEPTEMBER 30, 2025; PROVIDING FOR EFFECTIVE DATE.

BACKGROUND:                     The following is a brief summary of some of the proposed amendments to the bargaining agreement.                     

 

Article 2-Recognition: Added Fire Marshal position to the bargaining unit

Article 4 - Discrimination: Added that alleged violations of this Article are not subject to the grievance procedure of this Agreement.

Article 7 - Management Rights: Added that just cause standard shall not apply for newly promoted employees who have not completed their promotional probationary period and are reinstated to their prior position. 

Article 10 - Compensation:

                     Base pay

o                     October 1, 2022 - retroactive increase by 3%

o                     October 1, 2023 - 2% increase

o                     October 1, 2024 - 2 %

                     Rank performance compensation over base pay

o                     Captain - from 17% to 20%

o                     Battalion Chief - from 27% to 29%

                     Skill Compensation

o                     Deleted Fire Inspector, Fire Code Official, and Division Chief

o                     Skill compensation for up to three Fire Inspectors who are not assigned to the position of Fire Inspector under the pay plan

o                     Skill compensation shall be provided for up to three Field Training Officers, one per shift, assigned at the discretion of the Fire Chief.

o                     Lieutenant - from 10 to 11.5% over base pay

o                     Driver Engineer - from 7% to 7.5% over base pay

o                     Battalion Chief assigned to short shift to perform admin. duty - 5% over base pay

o                     Division Chief on the short shift to perform admin. duty - 10% over base pay

o                     Deleted Fire Inspector or employee performing function of Fire Marshall receiving skill compensation as Fire Inspector

o                     One time economic impact payment of $7,500

Article 11 - Overtime - Procedure in accordance with Department Standard Operating Guide

Article 13 - Vacation - maximum accumulation of leave hours as of this Agreement

                                                                  Long shift - 480; Short shift - 300

 

Article 14 - Sick leave

o                     Short shift employees to receive annual supplement of 30 hours in their sick leave bank to equalize the hours the City added to the long shift sick leave bank upon implementation of the Catastrophic Leave Pool.

o                     Maximum accumulation of 1,200 sick leave hours

o                     Provided for timely completion and submission of FMLA paperwork

Article 16 - Departmental Staffing: Daily minimum of 16 firefighters

New Article 17 - Paid Parental Leave: Eligible employees will be provided with up to twelve (12) weeks at 100% of base wages for the first four (4) weeks, 50% of base wages for the following four (4) weeks, and 25% of base wages for the remaining four (4) weeks. 

Article 19 - Provided for right to bargain impact of new or changed rules and regulations

Article 29 - Health and Life Insurance

o                     Retirees - only single health insurance coverage available; 2% accumulation per year up to 60%

Article 33 - Grievance Procedure - Arbitrator’s fees and expenses borne equally by the Parties. Parties bear cost of their own witness and legal fees.

New Article 38 - Take Home Vehicle - Members assigned as administrative staff as their regular job assignment may utilize a marked Fire Department vehicle for both City business and personal use

 

 

RECOMMENDATION:                     For approval.

 

 

FISCAL IMPACT:                     Funding to be provided from existing resources within the General Fund.
