Title

A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, WAIVING FORMAL BIDDING REQUIREMENTS, AND APPROVING AN AGREEMENT FOR A PILOT WATER TREATMENT PROGRAM USING PURIFICS PROPRIETARY CUF (CONTINUOUS ULTRAFILTRATION) TECHNOLOGY AND DESIGNATING PURIFICS WATER, INC., THROUGH BAR ENVIRONMENTAL, INC., AS A SOLE-SOURCE VENDOR FOR THIS TECHNOLOGY; PROVIDING FOR IMPLEMENTATION AND AN EFFECTIVE DATE.

Body

BACKGROUND:                     The City of Margate owns and operates a municipal water treatment system and is responsible for providing safe and reliable drinking water to its customers.

The Department of Environmental and Engineering Services (DEES) Utilities is evaluating advanced water treatment technologies, including pilot-scale testing, to address emerging contaminants such as PFAS and to support future regulatory compliance and long-term planning.

Purifics Water, Inc. has developed proprietary Continuous Ultrafiltration (CUF) ceramic membrane technology that is protected by multiple patents and is not available from any other manufacturer. Purifics CUF technology has a documented history of successful application by municipalities and government agencies, including federal facilities, for advanced drinking water treatment. These installations and pilot programs demonstrate the technology’s reliability, effectiveness, and suitability for municipal water treatment systems. BAR Environmental, Inc. is Purifics’ sole and exclusive authorized representative in the State of Florida.

DEES has determined that use of Purifics’ proprietary CUF technology for a pilot program is necessary to evaluate water treatment plant performance under site-specific conditions and that designation of Purifics Water, Inc., through BAR Environmental, Inc., as a sole-source vendor for this technology is in the best interest of the City and its residents.

RECOMMENDATION:                     Approve the use of Purifics Water, Inc.’s proprietary CUF technology for a pilot water treatment program and designate Purifics Water, Inc., through BAR Environmental, Inc., as a sole-source vendor for this technology. This designation is not limited to a single proposal or purchase and is subject to future budget availability and applicable procurement requirements.

FISCAL IMPACT:                     Approximately: $35,000. Account: 461.9090.565000 (Project Design)
