ADOPTING GOALS AND PERFORMANCE MEASURES FOR THE MARGATE COMMUNITY REDEVELOPMENT AGENCY PROGRAMS AND ACTIVITIES FOR FISCAL YEAR 2024-2025 AS REQUIRED BY SECTION 189.0694, FLORIDA STATUTES

BACKGROUND:                     On July 1, 2024 House Bill 7103-Special Districts (HB 7013-Special Districts) was signed into law and includes changes to the Florida Statutes Chapter 163 and Chapter 189 (Special Districts).    The bill requires all special districts, and therefore each CRA, beginning October 1, 2024, to establish “goals and objectives for each program and activity undertaken by the district”.  As a result, F.S. Section 189.0694 was created which establishes new reporting requirements as follows:

 

189.0694Special districts; performance measures and standards.-

(1)Beginning October 1, 2024, or by the end of the first full fiscal year after its creation, whichever is later, each special district must establish goals and objectives for each program and activity undertaken by the district, as well as performance measures and standards to determine if the district’s goals and objectives are being achieved.

(2)By December 1 of each year thereafter, each special district must publish an annual report on the district’s website describing:

(a)The goals and objectives achieved by the district, as well as the performance measures and standards used by the district to make this determination.

(b)Any goals or objectives the district failed to achieve.

It should be noted that this new requirement is in addition to the Annual Report that must be filed by March 31 of each year per 163.371(2) F.S. 

 

This new interim annual report, which is due on December 1 of each year should include “Performance Measures and Standards” by listing goals and objectives for programs and activities undertaken by the MCRA for the upcoming year as well as details on how these goals will be achieved.  In subsequent years it should include an accounting of whether or not these goals were accomplished.   This report should be published on the MCRA’s website.
