BACKGROUND:                                          DEES Utilities Division is committed to the upkeep of the City’s utility facilities, including the operation and maintenance of the City’s water treatment plant, which requires the continuous maintenance and repair of its treatment units to ensure operational continuity and water quality.

 

The water treatment plant has redundancy with two accelator tanks that operate on a rotational basis, both of which have experienced compromised structural integrity since they were first put into operation.

 

The west accelator tank was rehabilitated two years ago with the application of industry-approved coatings.  In the course of that project we blasted the exterior stucco off the tank and found over 70 leaks in the tank (See photos attached).  We consulted with structural experts, coating experts, and industry leaders to develop and implement a practical and effective approach to address the structural issues with the tank.  In the end, we brought in Titans Protective Coatings, LLC to implement the chosen approach and to complete that project.  The approach we implemented has resulted in significant improvement in the tank’s integrity. 

 

The east accelator tank is now in need of similar rehabilitation and repairs in order to allow the transfer of operations from the west tank, required for routine maintenance.  Both the west and east tank were originally constructed at the same time by the same contractor, and the east tank is exhibiting similar symptoms as the west tank was prior to its rehabilitation, so we anticipate similar issues with the east tank that we encountered with the west tank. 

 

Titans Protective Coatings, LLC, worked on the west accelator tank and corrected the initial vendor's mistakes and successfully implemented the recommended approach of structural repairs and proper application of industrial coatings, thereby successfully improving tank’s integrity.  Their submitted proposal for rehabilitation of the east tank covers complete repair, including labor, materials, and equipment needed to repair the interior and exterior of the tank.

 

As previously noted, in the course of rehabilitating the West accelator tank we have already consulted with structural experts, coating experts, and industry leaders to develop and implement a practical and effective approach to address the structural issues with the tank.  The engagement of an engineering firm to now design a repair plan and prepare bidding documents would cost $162,051.00, as illustrated in the attached engineering proposal, and it is likely to result in a recommendation for a similar repair method as was used for the west tank, an industry-approved coating application. By waving the formal bid process and awarding the contract directly to Titans Protective Coatings, LLC, the City can ensure timely and cost-effective repairs, leveraging the contractor's proven experience with concrete tanks and familiarity with City infrastructure.
