APPROVE A SURTAX FUNDING AGREEMENT FOR CITY ELIGIBLE MUNICIPAL REHABILITATION AND MAINTENANCE PROJECTS WITH BROWARD COUNTY IN THE AMOUNT OF $722,605; PROVIDING FOR A FORMULA-BASED FUNDING MODEL FOR R&M PROJECTS AND ON-DEMAND TRANSPORTATION PROJECTS; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND:                                          On June 5, 2018, the Broward County Board of County Commissioners enacted Broward County Ordinance No. 2018-29, the Broward County Surtax Ordinance, which, among other things, provides a process by which any municipality within Broward County may apply for project funding from surtax proceeds. Funding of submitted municipal projects is accomplished through interlocal agreements between the County and the Municipalities. On November 8, 2018, County and Municipalities entered into a Transportation Surtax Interlocal Agreement that addressed the distribution of proceeds of the Transportation Surtax. The Original ILA was amended in June 2019 (“First Amendment”), March 2021 (“Second Amendment”), and June 2025 (“Third Amendment”) further defining the relationship between the parties and adding the ability of County reprioritize the funding to Community Shuttle, Capital Projects, and Rehabilitation and Maintenance (R&M) Projects by way of a formula-based funding model for R&M Projects and On-Demand Transportation during Fiscal Years 2026.

 

The eligible projects are scoped and envisioned at the following locations:

 

1.                     The replacement of sections of sidewalks in disrepair located along SW 7th St from Kathlyn Lane to SW 66th Ave.

2.                     Milling and resurfacing a portion of East River Dr. north of NW 15th St. to NW 18th St.

3.                     Replacement of curb and gutters, removal of deleterious materials in the subsurface, milling, resurfacing, and repairs to existing approaches to remain located at the NW 63 Ave cul de sac on the south side of Margate Blvd.

4.                     Milling and resurfacing of the intersection of NW 66th Ave and Margate Blvd.  Including removal of subsurface deleterious material.

5.                     Replacement of broken sidewalk along Southgate Blvd from Parkway Dr. to SW 61st Ave.
