The City Commission approved first reading of this ordinance with a 3-2 vote on November 5, 2025. The Land Use Plan Amendment (“LUPA”) was transmitted to the Florida Department of Commerce, which issued a letter on 12/12/2025 indicating that following an expedited state review there were no comments on the amendment.
**On 8/13/2026 Applicant submitted a revised narrative and Conceptual Master Plan to show that the concept for the Land Use Plan Amendment had reduced the commercial square footage on Pod A to a maximum of 24,800 square feet. On 8/11/2026, Applicant submitted a draft Declaration of Restrictive Covenant reflective of the reduction of commercial square footage, but also contemplates a potential to develop residential uses on Pod A with the verbiage, “The commercial square footage on Pod A may be modified to provide for additional single-family or townhouse units pursuant to an allocation of flexibility or redevelopment units, or as otherwise permitted by state statute, the BrowardNext Land Use Plan, and any other applicable government regulations.”**
*On 9/25/2025 Applicant submitted revised application materials to show an updated proposal for the project. The proposal is now to develop a total of 540 townhouses and 30,000 square feet of commercial. Mid-rise apartments are no longer a part of the proposal.*
Applicant originally submitted a Land Use Plan Amendment with the intention of redeveloping the ~143.4-acre Carolina Golf Club. Applicant proposes up to 507 mid-rise apartments, 377 townhouses, and 57,500 square feet of commercial use, restricted to 30,000 square feet.
RECOMMENDATION: On October 7, 2025, the Planning and Zoning Board recommended approval. On August 26, 2025, the Development Review Committee recommended resubmittal.
FISCAL IMPACT: $4,470,665 recurring annual City Revenue (per Applicant)
