Title
A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, AUTHORIZING THE ADMINISTRATION TO NEGOTIATE A DESIGN/BUILD AGREEMENT WITH THE TOP RANKED FIRM, REVERE CONTROL SYSTEMS, INC., FOR REQUEST FOR QUALIFICATIONS (RFQ) 2024-005 - SCADA UPGRADES FOR THE DEPARTMENT OF ENVIRONMENTAL & ENGINEERING SERVICES; PROVIDING FOR AN EFFECTIVE DATE
BACKGROUND:
The City received three responses to Request for Qualifications (RFQ) 2024-005 - SCADA Upgrades for DEES. A Selection and Evaluation Committee (SEC) was formed to review, evaluate, and final rank the firms based on their submissions. The result of the SEC’s final ranking is shown below.

SCADA, or Supervisory Control and Data Acquisition, is an essential tool used in water and wastewater treatment plants for monitoring, controlling, and automating the processes involved in treating water and sewage. SCADA systems collect data in real-time from sensors and instruments located throughout a water or wastewater treatment plant to ensure that water is treated to meet health standards and wastewater meets environmental regulations.
The existing SCADA system, which was put in place in 2010 and has not seen updates since is significantly outdated. More than a decade without upgrades has resulted in the system falling behind contemporary software demands and replacement parts availability, necessitating a comprehensive rehabilitation and upgrade to meet current standards. Negotiating an agreement for this proposed project will prove to be an important step to address current SCADA challenges by implementing a comprehensive upgrade, which includes replacing outdated hardware, like sensors, Programmable Logic Controllers (PLCs), monitors, cables, and fiber optics to create a more robust and secure network infrastructure.
Staff requests permission to negotiate an agreement with the top ten ranked firm for this proposed project. In the event of impasse, Staff requests permission to engage in negotiations with the second and successive ranked firm until an agreement is reached. Any resulting successfully negotiated agreement will subsequently be presented to the City Commission for further action, up to and including award of the agreement.
RECOMMENDATION: Approve and authorize negotiations
FISCAL IMPACT: The City will not incur any costs until agreements are awarded and services are utilized for future projects based upon those agreements and budgeted capital improvement funding.
