A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, AUTHORIZING THE ADMINISTRATION TO NEGOTIATE AGREEMENTS FOR CONTINUING DESIGN/BUILD SERVICES WITH FIVE RANKED FIRMS, (1) GLOBALTECH, INC., (2) LAWRENCE LEE CONSTRUCTION SERVICES, INC., (3) AECOM TECHNICAL SERVICES, INC., (4) DAVID MANCINI & SONS, INC., AND (5) GIANNETTI CONTRACTING CORP.; PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) 2025-004 - DESIGN/BUILD CONTINUING SERVICES; PROVIDING FOR AN EFFECTIVE DATE

BACKGROUND:                                          

The City received five submissions in response to Request for Qualifications (RFQ) 2025-004 - Design/Build Continuing Services.  A Selection and Evaluation Committee (SEC) was formed to review, evaluate, and rank the firms based on the submissions received.  The result of the SEC’s final ranking is shown below.

The intent of the RFQ is to engage design/build firms to provide comprehensive design and construction services, from project concept through closeout, on a continuing as-needed basis. Projects may include, but are not limited to, utility infrastructure, water and wastewater facilities, stormwater management improvements, and other related civil engineering and other City construction projects.

 

In accordance with F.S. 287.055(2)(g)(1), any firm engagement resulting from this continuing services RFQ shall be utilized for design/build services related to individual projects when the total project dollar value does not exceed a threshold of $7.5 million.

 

RECOMMENDATION:                     

Authorize the Administration to negotiate with each of the five ranked firms listed and upon successful negotiations, return individual negotiated Agreements and rate schedules to the Commission for consideration.

 

FISCAL IMPACT:  The City will not incur any costs until projects are assigned after agreements are negotiated and awarded.  Successfully negotiated Agreements and rate schedules will be presented to the Commission for consideration after the conclusion of negotiations.
