Title
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MARGATE, FLORIDA, APPROVING FIAlab INSTRUMENTS, INC. AS A SOLE-SOURCE PROVIDER FOR THE PURCHASE OF FIAlab LABORATORY INSTRUMENTS’ EQUIPMENT, ACCESSORIES, AND RELATED SERVICES; PROVIDING FOR AN EFFECTIVE DATE
BACKGROUND: The City of Margate Department of Environmental and Engineering Services (DEES) operates a State-certified environmental laboratory accredited through the National Environmental Laboratory Accreditation Program (NELAP). The laboratory performs in-house testing to support drinking-water and wastewater regulatory compliance for the City’s water and wastewater utilities.
To maintain its certification and to produce accurate, reliable, and defensible analytical results, the laboratory relies on specialized instruments and equipment capable of meeting applicable State and federal analytical methods, quality-control standards, and reporting requirements.
Our lab currently utilizes instruments manufactured by a competitor, and these instruments have exceeded their useful life and are in need of replacement. FIAlabs manufactures instrumentation with critical features (detailed in the attached memorandum of justification), including software compatibility and real- time displays, that are not available through any other competitor’s equipment.
FIAlab Instruments, Inc. has represented that it is the sole provider in the United States of its FIAlyzer-Flex and FIAlyzer X000-series instruments and that these instruments, accessories, and related services are not available through any other distributor.
City staff recommends approving FIAlab Instruments, Inc. as a sole-source provider for the purchase of FIAlab laboratory instruments, equipment, accessories, and related services, subject to the availability of budgeted funds and compliance with all applicable City procurement requirements.
RECOMMENDATION: Approval
FISCAL IMPACT: None - within budget.
