A RESOLUTION OF THE MARGATE COMMUNITY REDEVELOPMENT AGENCY (MCRA), APPROVING AN AGREEMENT WITH LANDSCAPE SERVICE PROFESSIONALS, INC., FOR MAINTENANCE OF LANDSCAPE AND IRRIGATION ON MCRA OWNED PROPERTIES AND MEDIAN AREAS WITHIN VARIOUS RIGHTS OF WAY INCLUDING ATLANTIC BOULEVARD, 441/STATE ROAD 7 AND MARGATE BOULEVARD.

BACKGROUND:                                          

 

In March of this year the CRA Board opted not to renew its agreement with The Landscape Company, and instead approved entering into a short-term agreement with Landscape Service Professionals, Inc. (LSP) to provide minimum maintenance of landscaping and irrigation services for the MCRA owned properties and the median areas of Atlantic Boulevard, Margate Boulevard and SR 7/441.  The contract was to continue on a month-to-month basis until a permanent contractor could be secured through a Request For Proposal process.

 

On July 30th, an RFP was issued for annual services and two (2) proposals were submitted by the closing date of August 24, 2015.  An Evaluation Committee comprised of the Parks and Recreation Director Michael Jones, MCRA Project Manager Kim Vazquez and MCRA Property Manager Jim Nardi reviewed the responses and made recommendations based on weighted criteria outlined in the RFP including qualifications, expertise and experience; personnel and equipment; price proposal; and references.    

 

The results of the review were as follows:

Innovative Grounds Maintenance submitted an incomplete bid with a total amount of $221,833.  LSP’s bid for the annual maintenance contract was $171,092. The attached Agreement with LSP, Inc. includes their bid amount plus a 10% contingency, for a total contract amount of $188,201.  The agreement is for a one-year period with options to renew for two additional 1-year periods.

 

Staff’s experience with LSP has been positive.  Due to the fact that they have been operating on a month-to-month contract the amount of funds provided for replacement materials has been limited, and there are areas that need to be upgraded.  Once the annual agreement is executed those areas will be prioritized and the maintenance can be significantly improved.

                                                                        

RECOMMENDATION:                     Approve entering into an agreement with Landscape Service Professionals, Inc., for Maintenance of Landscape and Irrigation Services. 

 

 

FISCAL IMPACT:   Funding is allocated in the FY 2015/2016 budget in 140-0510-512-31.38 Professional Property Maintenance.
