ORDINANCE - CITY FEES COLLECTED FOR PLANNING AND ZONING RELATED APPLICATIONS, AMENDING CHAPTER 2 - ADMINISTRATION; CHAPTER 31 -PLATTING, SUBDIVISION AND OTHER LAND USE REGULATIONS; AND APPENDIX A ZONING; PROVIDING FOR THE REMOVAL OF ALL SAID FEES FROM THE CODE OF ORDINANCES AND CREATING A FEE SCHEDULE TO BE ADOPTED BY RESOLUTION BY THE CITY COMMISSION OF THE CITY OF MARGATE, FLORIDA; PROVIDING FOR REPEAL, PROVIDING FOR SEVERABILITY, PROVIDING FOR CODIFICATION.

BACKGROUND:                     This is a second reading of an Ordinance that is a continuation of the City following best practices of providing for fee schedules approved by resolution of the City Commission, as opposed to being within the Code in various places within it as it is now.

 

This proposed Ordinance is only regarding removing the fees from the Code of Ordinances and providing for them to be approved by Resolution of the City Commission.

 

Should this Ordinance be approved City staff will be presenting a Resolution that provides for an amended fee schedule for consideration by the City Commission.

 

Although the fee amounts are not the subject of this agenda item, staff will be recommending that the fees keep pace with economic conditions, by including an automatic adjustment based on the overall Consumer Price Index (CPI) and other adjustments based upon extensive research and analysis conducted by staff. A presentation with a fee comparison has been included with this agenda item.

 

RECOMMENDATION:                     Approve the Ordinance on second reading

 

On June 21, 2003, the City Commission voted to approve the Ordinance on first reading, motion carried 5-0.
