RESOLUTION - AMENDING WATER METER FEES FOR METERS 2” AND SMALLER, WITHIN THE SCHEDULE OF FEES AND CHARGES FOR WATER AND WASTEWATER SERVICES PURSUANT TO CHAPTER 39 - WATER AND SEWERS - DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES; PROVIDING FOR A CHANGE TO INITIAL METER FEES; PROVIDING FOR AN EFFECTIVE DATE
BACKGROUND: This resolution seeks to reconcile our current water meter fees with the rising costs of meters and meter boxes. The Department of Environmental and Engineering Services’ (DEES) current costs to procure and install water meters and meter boxes exceed the current meter fees charged to the customer. This resolution seeks to correct that deficit.
Our current meter fees are based on findings and recommendations presented in our most current Utility Rate Study, which was conducted by DEES (via a rate consultant) in October 2023. At that time, the Department was purchasing and installing Zenner meters, which were relatively low in cost. However, the Department experienced significant and persistent performance issues with those meters and has since replaced all of the meters with Neptune meters.
The updated rate schedule provides for the cost of Neptune Meters provided by Ferguson Waterworks using bid number B623446 dated May 26, 2026 and Fortline Waterworks Quote 6881991 dated June 23, 2026
RECOMMENDATION: For approval.
FISCAL IMPACT: Covering the cost of the meter supplies and installation.
