A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, APPROVING THE FIRST AMENDMENT AND THE SECOND AMENDMENT TO THE AGREEMENT BETWEEN BROWARD COUNTY AND THE CITY OF MARGATE FOR PARTICIPATION IN THE CONSOLIDATED REGIONAL E-911 COMMUNICATIONS SYSTEM AND THE FIRST AMENDMENT AND SECOND AMENDMENT TO THE REGIONAL INTERLOCAL AGREEMENT BETWEEN BROWARD COUNTY AND THE CITY OF MARGATE PROVIDING FOR COOPERATIVE PARTICIPATION IN A REGIONAL PUBLIC SAFETY INTRANET; PROVIDING FOR RENEWAL; PROVIDING FOR ENGAGEMENT PROCESS WITHOUT A WRITTEN AGREEMENT; PROVIDING FOR EFFECTIVE DATE.

BACKGROUND: On August 21, 2013, the City Commission approved Resolution 12-371, providing for an Agreement with Broward County for Participation in the Consolidated Regional E-911 Communications System, ("Participation Agreement"), in order to promote the public health, safety, and general welfare by improving the safety of first responders and persons residing or traveling in Broward County, eliminating or reducing call transfers that result in delayed responses, and facilitating the migration to consolidated new technologies, among other benefits.
In conjunction with entering into the Participation Agreement, the City Commission also approved Resolution 12-369, entering the City into a Regional Interlocal Agreement ("RILA") with Broward County to allocate responsibilities for the deployment of technical resources and responsibilities for the countywide public safety communication systems. Both the Participation Agreement and the RILA are collectively referred to as the "Agreements."
The First Amendment to the Agreements amends certain definitions and operational provisions, and was not approved by the City Commission at the November 4, 2020 City Commission meeting.
