Title
A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, SELECTING THE FIRM OF ___________ TO PROVIDE AUDIT SERVICES TO THE CITY OF MARGATE; PROVIDING FOR NEGOTIATION OF TERMS AND AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE AN AGREEMENT PURSUANT TO THE TERMS OF REQUEST FOR PROPOSAL (RFP) NO. 2023-008 - AUDIT SERVICES.
BACKGROUND: Pursuant to Florida Statute 218.391 - Auditor selection procedures, the Request for Proposal (RFP) process was completed, and responses reviewed by the auditor selection committee. The RFP document and associated documents such as addenda, proposal submissions, ranking information, etc. have been attached for Commission review.
RECOMMENDATION: The Committee ranked the firms and recommends the Commission authorize the City Manager and Finance Director to negotiate a nine-year agreement (consisting of a five-year initial term and two additional two-year extension options) with the top ranked firm for the audit services.
1. Keefe McCullough 285 points (Proposed service costs of $679,000 for seven years)
2. Marcum, LLP 230 points (Proposed service costs of $875,875 for seven years)
3. MSL, P.A. 226 points (Proposed service costs of $677,050 for seven years)
FISCAL IMPACT: See above for each firm’s proposed seven-year total cost for the annual financial and compliance audit through fiscal year 2029; which includes services for the initial 2023, 2024, 2025, 2026, and 2027 fiscal years as well as the optional fiscal years 2028 and 2029 as priced in the RFP submissions. Additionally, approval is sought to negotiate potential services for fiscal years 2030 and 2031 at a cost not to exceed an increase of $2500 per year over the finalized cost of services for the prior fiscal year.
