BACKGROUND:                     The subject property is a 21-.3-acre executive golf course.  Applicant seeks to change the current zoning designations of S-1 and R-3A to PUD Planned Unit Development and S-2 Open Space residential in order to redevelop the property into a 137-unit townhouse development, identified as Springdale Townhomes.
