Title

RESOLUTION - APPROVING THE FIRST AMENDMENT TO THE 2017 MARGATE COMMUNITY REDEVELOPMENT PLAN INCORPORATING THE INTERLOCAL AGREEMENT DATED JUNE 10, 2025, BETWEEN BROWARD COUNTY, THE CITY OF MARGATE, AND MARGATE COMMUNITY REDEVELOMENT AGENCY; PROVIDING FOR AN EFFECTIVE DATE.

Body

BACKGROUND:                                          On June 10, 2025, the Margate Community Redevelopment Agency and the City of Margate entered an Interlocal Agreement (ILA) with Broward County regarding the extension and the funding of the MCRA.

Extension of the CRA:  The CRA shall be extended for an additional period not to exceed twenty (20) years, commencing August 13, 2026, and terminating no later than September 30, 2047.

Termination of Tax Increment Financing (TIF)

(a)                     TIF obligations of Broward County and the North Broward Hospital District shall expire on January 1, 2026.

(b)                     The City of Margate may, at its sole discretion, continue its TIF contributions beyond January 1, 2026.

(c)                     All CRA’s obligations to account for and expend all TIF revenues received prior to January 1, 2026, in accordance with Section 163.387, Florida Statutes, remain in effect.

Article 2.2 of the ILA states the MCRA must amend the 2017 Margate Community Redevelopment Plan to incorporate the terms of the ILA.    This First Amendment satisfies that stipulation.

RECOMMENDATION:                     For approval

FISCAL IMPACT:                     To be determined based upon TIF contributions.
