APPROVAL OF A TEMPORARY USE AGREEMENT BETWEEN THE MCRA AND HILDEBRAND AMUSEMENT RIDES, INC., FOR THE USE OF MCRA PROPERTY AT 1000 NORTH STATE ROAD 7 TO HOLD A MARGATE SPRING FLING

BACKGROUND: Joshua Rydell, on behalf of Hildebrand Amusement Rides, Inc., submitted a Special Events Application and a Temporary Use Agreement for use of the MCRA property located at 1000 North State Road 7 to hold a Margate Spring Fling. Except for the inclusion of a circus in this application, the remaining elements of the request are consistent with that of the 2024 Margate Spring Break Fair and The Fair at Margate held in Spring and Fall of last year.

The applicant is requesting use of the property from March 3, 2025 through April 7, 2025 (total 36 days). The property would be used as follows:
* March 3 through March 13: Event set-up (11 days)
* March 14 through March 30: Operation of the Spring Fling (17 days)
* March 31 through April 7: Event breakdown (8 days)

The request is to operate the Spring Fling during the following hours:
* Monday through Thursday: 5 p.m. to 11 p.m.
* Friday: 5 p.m. to 1 a.m.
* Saturday: 2 p.m. to 1 a.m.
* Sunday: 2 p.m. to 11 p.m.

The Spring Fling would include amusement park rides, kiddie rides, bounce house/inflatables, food vendors, arts and crafts vendors, live entertainment and a circus. The use of the stage is requested and the estimated attendance is 15,000 total for the event. It should be noted that Hildebrand have an outstanding amount of $157,784.50 still due for The Fair at Margate.

If the Board approves the use of MCRA property to hold the event, the request will also need to go through the City's Temporary Use Permit (TUP) process and go before the City Commission for approval due to the length of the event and hours of operation.
