BACKGROUND:                     This agenda item is to discuss need for enhanced security measures for the City Commission chambers. Below is an outline of potential options and associated costs for implementing weapons screening prior to Commission meetings:

 

1. Police Officer Screening

                     Estimated cost: $11,500 annually for two police officers to staff approximately 24 annual meetings at 3 hours each.

                     One officer would conduct screening with a wand or walk through system, while the other would inspect bags and purses (pending legal review).

 

2. Handheld Metal Detectors (Wands)

                •          Cost: $250-$350 each (one-time purchase).

                •          Recommendation: Purchase at least two units to ensure a backup is available or to supplement other screening systems.

                •          Visitors would need to empty their pockets prior to screening.

 

3. Walk-Through Metal Detectors

                •          Cost: $2,500-$10,000 (one-time purchase).

                •          Visitors would need to empty their pockets prior to screening.

 

4. Advanced Screening System (Walk-Through Radar + AI)

                •          Cost: $50,000-$75,000 per system.

                •          Leasing option: Approximately $2,500-$3,000 per month, which includes maintenance and software updates.

                •          These systems are commonly used at stadiums, theme parks, and hospitals and allow screening without requiring visitors to remove items from their pockets.

                •          Capable of screening over 2,000 people per hour, making them the fastest and most visitor-friendly option.
