BACKGROUND:                     On June 7, 2023, the City Commission passed Resolution 23-112 approving the Interlocal Agreement Related to Solid Waste Disposal and Recyclable Processing Authority of Broward County, between Broward County and the City of Margate.

 

A First Amendment to the ILA (the “Facilities Amendment”) was recently approved by City Commission on June 3, 2026.

 

This proposed Second Amendment to the Broward County Solid Waste Disposal and Recyclable Materials Processing Authority Interlocal Agreement (ILA) provides the opportunity for and establishes rules regarding the withdrawal of participating municipal partners from the Interlocal Agreement.

 

There are two opportunities to withdraw from the agreement: Between October 1, 2027 and November 15, 2027 (1 year), and then after August 16, 2048 (25 years after inception of the original ILA).

 

 

RECOMMENDATION:                     Staff recommends approval of the Second Amendment

 

Staff will continue monitoring development of the regional Master Plan and future financial impacts associated with the Authority.

 

 

FISCAL IMPACT:                     No direct participation fee is established in this Amendment. Service costs will continue to be determined through the regional Master Plan and future service agreements.
