A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, APPROVING THE REJECTION OF ALL BIDS RECEIVED FOR BID NO.2023-011 LIFT STATION NO. 20 RENOVATION FOR BEING OVER BUDGET AND AUTHORIZING ACCEPTANCE OF THE PROPOSAL FROM SOUTH FLORIDA UTILITIES, INC., DATED AUGUST 17, 2023, PIGGYBACKING THE CITY OF PLANTATION ITB 013-20 FOR RENOVATION LABOR; PIGGYBACKING BROWARD COUNTY CONTRACT PNC2122960B1-01-03 WITH CHAMPION CONTROLS FOR ELECTRICAL COMPONENTS, AND APPROVING A SOLE SOURCE PURCHASE OF MECHANICAL PUMPS FROM PSI TECHNOLOGIES AUTHORIZED BY CITY SOLE SOURCE RESOLUTION NO. 22-075, WITH A TOTAL BUDGET NOT EXCEEDING $550,000.00, PROVIDING FOR THE PROJECT SUBSTANTIAL COMPLETION WITHIN EIGHT WEEKS, WITH THE ENTIRE COMPLETION CONTINGENT ON THE EQUIPMENT'S DELIVERY; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND: On April 19, 2023, the City of Margate and the Department of Environmental and Engineering Services (DEES) released the bid guidelines for the renovation of Lift Station No. 20. The objective was to refurbish the current can station and transition it into a submersible station, encompassing the inclusion of new mechanical and electrical infrastructure, revamped wet well, piping, fencing, driveway, among other improvements.
On May 11, 2023, the City facilitated a pre-bid meeting followed by an addendum no.2 issued on May 15, 2023, which clarified the project budget as $1,051,000.00.
On May 31, 2023, the City received three proposals, with the most competitive proposal submitted by Southern Underground Industries, quoting an amount of $1,422,094.00.
Southern Underground Industries, Inc., the apparent low bidder on the Lift Station No. 20 project, was previously awarded a contract for a similar city project, specifically the renovation of Lift Station No. 7. Under Bid No. 2022-004, they secured the project as the lowest bidder with an offer of $968,365.00 on July 13, 2022. ...
