BACKGROUND:                                          

During the July 1, 2026 Commission meeting, it was recommended by the commission, and directed by the City Manager, that City staff  hold a Town Hall meeting with all stake holders in the City of Margate Youth soccer community to discuss what they would desire in an organization if the City was to partner with a third party organization, to provide competitive travel soccer to the Margate community. On July 21, 2026, the City of Margate Parks and Recreation Department hosted said Townhall style meeting with the community. All attendees were given the opportunity to speak and ask any questions relating to competitive youth soccer and to fill out a survey to rank what they felt was the most important characteristics they would desire in a organization if the city was to partner with a third party to provide competitive travel soccer to the community. 

 

RECOMMENDATION:                     Staff recommends that the City Commission provides direction on the following three (3) recommended options.

 

                     Option 1: Move forward with the unsolicited Public-Private Partnership proposal and follow state statute procurement process by accepting and reviewing competitive proposals.

                     

                     Option 2: Reject the Public-Private Partnership proposal, and direct the City Manager to draft an internal RFP/RFQ packet

 

                     Option 3: Reject the Public-Private Partnership proposal, and continue to operate a facility use permit process, and not partner with any third-party organization for competitive soccer (A.K.A. Travel Soccer).

 

 

FISCAL IMPACT:                     There is no immediate fiscal impact associated with this agenda item.
