BACKGROUND:
On October 29, 2025, Staff published a bid solicitation legal advertisement for Bid No. 2026-001 - Canal Embankments and Stormwater Infrastructure Improvements. Three bid responses were received. The received bids were publicly opened and recorded on December 12, 2025.

This solicitation was issued to primarily address the need to stabilize canal banks as needed at various locations throughout the City by means of clearing and grubbing, removal of existing wooden dock structures as needed, installing layered erosion barrier bags, filling installed bags with the project specified fill material(s), securing the bags with stakes or ropes, backfilling, hardscape restoration, and any other City approved ancillary and unspecified work required to accomplish stabilization project objectives.

In addition to routine canal bank improvements, the bid was released in accordance with Title 2 Code of Federal Regulations (CFR) Part 200 bidding requirements to facilitate use of the awarded contractors as needed following a natural disaster event that may involve federal grant funding for such work. Considering this, Staff is recommending a multiple award utilizing two contractors with the expectation of future projects being assigned by the Administration based on the application of the most advantageous bid pricing for any specific project(s), and the best interests of the City.
