A RESOLUTION ADOPTING BROWARD COUNTY LOCAL MITIGATION STRATEGY PLAN (LMS); PROVIDING FOR COMPLIANCE WITH THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA); PROVIDING FOR AN EFFECTIVE DATE

BACKGROUND:
The City of Margate is one of 34 communities that participate in Broward County’s Local Mitigation Strategy Plan (LMS). Each of the 34 communities is required to adopt the County’s LMS plan for federal compliance. Accordingly, the draft resolution to adopt the County’s LMS is attached in Background 1.
The Florida Division of Emergency Management (FDEM) and FEMA approved the County’s LMS plan on July 11th 2023, pending adoption by the 34 jurisdictions. FDEM correspondence is attached in Background 2. The plan that was approved is valid for 5 years and expires on July 31st 2028. The last time the City adopted the Broward County’s LMS was on November 15th 2017, via Resolution No. 17-145.
The benefit of adopting the Broward County LMS is to allow access to the following grant programs:
• Hazard Mitigation Grant Program (HMGP)
• Flood Mitigation Assistance (FMA)
• Building Resilient Infrastructure and Communities (BRIC)
The Broward County Resolution to approve the LMS plan is dated September 7th 2023 and a copy is attached in Background 3. The Broward County’s LMS plan that is proposed for adoption is attached in Background 4.
RECOMMENDATION:
Approve the Resolution to adopt Broward County’s Local Mitigation Strategy Plan (LMS)
