A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MARGATE, FLORIDA, APPROVING A COST-SHARING INTERLOCAL AGREEMENT WITH BROWARD COUNTY FOR THE DESIGN OF A REGIONAL BIOSOLIDS MANAGEMENT FACILITY

BACKGROUND:
On November 13, 2025, the Broward County Commission approved the Design Phase Interlocal Agreement, authorizing Broward County to proceed with jointly funding the design of the Regional Biosolids Management Facility with participating public wastewater utilities. The City of Margate is now being asked to approve and execute its corresponding interlocal agreement to formally participate in this cost-sharing effort.
Under the proposed Design Phase Interlocal Agreement (ILA), the City of Margate will reserve ten thousand (10,000) wet tons per year (WTPY) of the total regional facility capacity of 270,465 WTPY, representing approximately three and seven-tenths percent (3.7%) of the total facility capacity. In accordance with the cost allocation methodology set forth in Exhibit A of the ILA, and assuming a total design cost not to exceed Fifty Million Dollars ($50,000,000), the City of Margate's proportional share of the design costs shall be not to exceed One Million Eight Hundred Forty-Eight Thousand Six Hundred Sixty-Eight Dollars ($1,848,668), or approximately $1.85 million.
This capacity allocation provides sufficient treatment capacity to fully accommodate the City's projected peak biosolids production, including high-end projections of approximately 10,000 WTPY, while also providing reasonable operational flexibility to address year-to-year variability, future growth, and evolving regulatory requirements.
Participation at this level positions the City to secure long-term biosolids treatment capacity and to participate equitably in the County's regional cost-sharing initiative.
