BACKGROUND:
The City received two responses to Request for Qualifications (RFQ) 2024-008 - Design/Build for West WWTP. A Selection and Evaluation Committee (SEC) was formed to review, evaluate, and rank the firms based on their submissions. The result of the SEC's final ranking is shown below.

RECOMMENDATION:
The City's wastewater treatment infrastructure is comprised, in part, of two semi-independent treatment plants: the East Wastewater Treatment Plant (WWTP) and the West WWTP. The East WWTP, operating a conventional activated sludge process, has a capacity of 2.2 million gallons per day (MGD), while the West WWTP, utilizing rotating biological contactors (RBC), can treat up to 7.9 MGD.
Constructed in 1984, the West WWTP is experiencing significant aging and wear, particularly in its headworks and RBC units' functionality. This has resulted in frequent mechanical failures and considerable maintenance challenges. This capital improvement project is intended to address these issues and aims to upgrade the treatment processes and technology at the West WWTP and increase its capacity to 12.0 MGD while maintaining the integrity and performance of the entire treatment system in alignment with the City's funding and construction timeline.
