Title
APPROVING COLLECTIVE BARGAINING AGREEMENT WITH THE INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, LOCAL #3080 FOR THE PERIOD FROM OCTOBER 1, 2022, THROUGH SEPTEMBER 30, 2025; PROVIDING FOR EFFECTIVE DATE.

BACKGROUND: The following is a brief summary of some of the proposed amendments to the bargaining agreement.
Article 2-Recognition: Added Fire Marshal position to the bargaining unit
Article 4 - Discrimination: Added that alleged violations of this Article are not subject to the grievance procedure of this Agreement.
Article 7 - Management Rights: Added that just cause standard shall not apply for newly promoted employees who have not completed their promotional probationary period and are reinstated to their prior position.
Article 10 - Compensation:
Base pay
o October 1, 2022 - retroactive increase by 3%
o October 1, 2023 - 2% increase
o October 1, 2024 - 2 %
Rank performance compensation over base pay
o Captain - from 17% to 20%
o Battalion Chief - from 27% to 29%
Skill Compensation
o Deleted Fire Inspector, Fire Code Official, and Division Chief
o Skill compensation for up to three Fire Inspectors who are not assigned to the position of Fire Inspector under the pay plan
o Skill compensation shall be provided for up to three Field Training Officers, one per shift, assigned at the discretion of the Fire Chief.
o Lieutenant - from 10 to 11.5% over base pay
o Driver Engineer - from 7% to 7.5% over base pay
o Battalion Chief assigned to short shift to perform admin. duty - 5% over base pay
o Division Chief on the short shift to perform admin. duty - 10% over base pay
o Deleted Fire Inspector or employee performing function of Fire Marshall receiving skill compensation as Fire Inspector
o One time economic impact payment of $7,500
