A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, APPROVING AN INTERLOCAL AGREEMENT WITH THE CITY OF COCONUT CREEK, FLORIDA REGARDING THE SOUTH CREEK SERVICE AREA; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND:                                           The City of Coconut Creek has plans to initiate in January 2029 a mobility project in South Creek, within the City of Margate’s Utility Service Area.  This work includes milling and resurfacing the roadways.  Once the roads are repaved, the City of Coconut Creek will institute a 5-year moratorium on any pavement disturbances, and will not permit any non-emergency utility work within the pavement.  Any emergency work will require full lane restorations extending 50’ in both directions beyond any disturbance.

 

DEES has plans to replace approximately 32,000 LF of cast iron, galvanized steel, and asbestos-concrete pipe within the South Creek Service area over the next 10 years at an estimated cost of $15MM.

 

The City of Coconut Creek has agreed to waive permit fees and permitting of any of our work within their City if we complete our water main work prior to commencement of their pavement project and if we perform our restoration work in accordance with their engineering standards.  Additionally, they have agreed to dedicate to the City of Margate a Lift Station Easement for the future construction of a lift station to serve the 24 homes currently remaining on septic systems.

 

 

RECOMMENDATION:                     Approval                     

 

 

FISCAL IMPACT:                     Unquantified Savings on roadway paving costs, permit fees, preparation of permit documents, and cost of Lift Station Easement.

 

                     $5MM Capital expenditure in each FY ’26, ’27, and ’28.  Expenditure already budgeted in FY26 and to be added to FY27 and FY28 in next year’s budget process.
