BACKGROUND:
The proposed project is a Broward County MAP project being executed by FDOT. The general scope of work consists of:
- Raised separated bike lanes on both sides of the road (New 10' wide sidewalks with 6' pedestrian lane and 4' bicycle lane) to accommodate bicycles and pedestrians
- Upgraded pedestrian curb ramps to meet Americans with Disabilities Act (ADA) standards
- Upgraded pedestrian signals, pavement markings, and signage.

Work on the project commenced in Pompano Beach and has progressed westward along Copans Road. The work is currently ongoing in Coconut Creek and is planned to continue westward into Margate. In order for the project to be completed in Margate, portions of a Margate utility (water main) require relocating (at Margate's cost based on our current ILA with FDOT) to accommodate proposed drainage structures in the roadway. FDOT has presented us with a couple of options.

The traditional arrangement is that they provide a cost estimate which includes a 10% contingency and the City is on the hook for whatever the costs come in at. So, if the bids come in lower, then we save money. But if the bids come in higher, that cost shall be borne by the City. Furthermore, if we can't come to an agreement with a contractor we can opt to perform the work ourselves. But, because of this possibility, FDOT requires us to provide a "Back out schedule" and we would be on the hook for any delays (contractor's delay claim) we cause in their overall project.
