RESOLUTION - APPROVING COLLECTIVE BARGAINING AGREEMENT WITH THE INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, LOCAL #3080 FOR THE PERIOD FROM OCTOBER 1, 2025, THROUGH SEPTEMBER 30, 2028; PROVIDING FOR EFFECTIVE DATE.

 

Body

 

 

BACKGROUND:                                          The following is a summary of some of the proposed amendments to the bargaining agreement:

 

Compensation

                     Pay plan durations:

                     Firefighter/paramedic - 12 years

                     Diver Engineer - 10 years

                     Lieutenant - 7 years

                     Captain - 7 years

Battalion Chief - 6 years

                     Fire Marshall - 6 years

                     Fire Inspector - 12 years

 

                     Effective October 1, 2025, employees to be slotted into pay plan based on total years of service and/or time in ranked position.

                     Subject to completion of a minimum of 6 months of employment, step pay base salary increases shall be 4% on October 1, 2026 and 3% on October 1, 2027.

                     Short shift administrative duty assignment - 5% over base pay

                     Fire Marshall or Fire Inspector on-call standby compensation - $1,500 bi-weekly

                     Promoted employees to be slotted into the applicable pay plan at the step that is a rounded 5% pay increase

 

Departmental Staffing

                     Daily minimum of nineteen (19) certified firefighters

 

Grievances

                     Updated language for processing grievances through the appropriate supervisor

                     Agreed utilization of American Arbitration Services if Federal Mediation and Conciliation Services does not issue panels of seven (7) names

 

RECOMMENDATION:                     For approval.

 

 

FISCAL IMPACT:                                          Funding to be provided from existing resources within the General Fund.
