BACKGROUND: DEES Utilities Division is committed to the upkeep of the City's utility facilities, including the operation and maintenance of the City's water treatment plant, which requires the continuous maintenance and repair of its treatment units to ensure operational continuity and water quality.

The water treatment plant has redundancy with two accelator tanks that operate on a rotational basis, both of which have experienced compromised structural integrity since they were first put into operation.

The west accelator tank was rehabilitated two years ago with the application of industry-approved coatings. In the course of that project we blasted the exterior stucco off the tank and found over 70 leaks in the tank (See photos attached). We consulted with structural experts, coating experts, and industry leaders to develop and implement a practical and effective approach to address the structural issues with the tank. In the end, we brought in Titans Protective Coatings, LLC to implement the chosen approach and to complete that project. The approach we implemented has resulted in significant improvement in the tank's integrity.

The east accelator tank is now in need of similar rehabilitation and repairs in order to allow the transfer of operations from the west tank, required for routine maintenance.
