BACKGROUND:

On April 17, 2024, the Commission passed Resolution No. 24-034; authorizing the Administration to negotiate an Agreement with the top ranked firm, Revere Control Systems, Inc., for RFQ 2024-005 - Design/Build SCADA Upgrades.

After three negotiation sessions with Revere Controls, Inc., Staff has successfully reached terms that bring the total project cost down to $4,452,573.00.  This amount represents an overall reduction of $331,797.00 from the highest project cost offer made by Revere Control Systems during the negotiations.  Additionally, due to potential rehabilitation in connection with other planned infrastructure projects, some aspects of the SCADA upgrades scope of work may become unnecessary.  Staff has negotiated the City’s discretionary option to remove three items (62, 68, and 82) from the scope of work if later desired.  These discretionary removals, if exercised, will amount to $183,246.00 in additional savings to the City and shall have no unfavorable impact on the City related to the project or the negotiated Agreement.

RECOMMENDATION:  Award to Revere Control Systems, Inc.

FISCAL IMPACT:   Not to exceed $4,452,573.00
