BACKGROUND: The City of Margate owns and operates two (2) prestressed composite concrete ground storage tanks, each with a capacity of two (2) million gallons, used to store finished drinking water prior to distribution to customers. One tank is located at the Water Treatment Plant and the second at Coral Gate Park. Both tanks were originally designed and constructed by CROM, LLC in the 1980s using wire- and strand-wrapped prestressed composite construction technology.
Due to the specialized nature of prestressed composite tanks, inspection, maintenance, repair, and modification services require detailed knowledge of the original design, prestressing systems, and construction methods. American Water Works Association (AWWA) Standards require that such work be performed under the direction of a professional engineer experienced with wire- and strand-wrapped prestressed composite tanks.
Additionally, the Florida Department of Environmental Protection (FDEP) requires the City to conduct a comprehensive engineering inspection of its finished water storage tanks every five (5) years. The City's most recent inspection was completed in April 2025 and identified minor deficiencies requiring corrective action. Both tanks have undergone periodic repairs since their original construction.
CROM Coatings and Restorations ("CCR"), a division of CROM, LLC, is the sole manufacturer-approved provider authorized to perform inspection, repair, and modification work on CROM prestressed composite tanks.
