A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, AUTHORIZING THE ADMINISTRATION TO NEGOTIATE AN AGREEMENT WITH THE TOP RANKED FIRM, LAWRENCE LEE CONSTRUCTION SERVICES, INC.; PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) 2025-007 - WASTEWATER TREATMENT PLANT (WWTP) AERATION BASIN UPGRADES; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND:
The City received two submissions in response to Request for Qualifications (RFQ) 2025-007 - WWTP Aeration Basin Upgrades. A Selection and Evaluation Committee (SEC) was formed to review, evaluate, and rank the firms based on the submissions received. The result of the SEC's final ranking is shown below.

DEES currently operates two semi-independent wastewater treatment plant trains. Those are the East Wastewater Treatment Plant (Margate East WWTP) and the West Wastewater Treatment Plant (Margate West WWTP). The trains are currently permitted for a combined capacity of 10.1 million gallons per day (MGD) on a three-month average daily flow basis (TMADF). The objective of this RFP is to engage a design/build team to expand the capacity of the West WWTP to singularly operate at 10.1 MGD TMADF or higher (preferably 12 MGD), so that all influent flows can be diverted solely to the West WWTP train. Thereby, allowing for future decommissioning of the East WWTP train.

Successful negotiations will allow the engagement of a design/build team capable of delivering the needed upgrades and modifications under a fixed-price design/build (FPDB) solution that achieves the objective within budgetary constraints.

RECOMMENDATION:
Authorize the Administration to negotiate a FPDB solution Agreement and return the negotiated Agreement to the Commission for consideration.
