BACKGROUND:
The last significant update to the City's purchasing code was adopted nearly a decade ago in 2017. This proposed ordinance updates the code to incorporate definitions consistent with current purchasing policies, procedures, and practices, provides for threshold limit adjustments that are more consistent with those adopted by other local governmental agencies and are more in line with current economic factors. Additionally, a change in our bond requirement threshold is recommended to establish consistency with State statutes for bond waiver provisions.
Recommended changes to the City's purchasing code, policies, and procedures that are incorporated into this proposed ordinance are:
1. Updates Sec. 2-23 to more clearly establish parameters for cooperative bidding, piggybacking from an existing agreement and/or direct purchase involving special districts, other governmental agencies, or educational institutions.
2. Updates Sec. 2-24 to include definitions for formal quote, informal quote, and piggybacking.
