RESOLUTION - RATIFYING THE COLLECTIVE BARGAINING AGREEMENT WITH THE BROWARD COUNTY POLICE BENEVOLENT ASSOCIATION (LIEUTENANTS AND CAPTAINS) FOR THE PERIOD FROM OCTOBER 1, 2024 THROUGH SEPTEMBER 30, 2027; PROVIDING FOR EFFECTIVE DATE

BACKGROUND: The current collective bargaining agreement with Lieutenants and Captains with the Broward County Police Benevolent Association (PBA) expired September 30, 2024. The City Manager and his bargaining team reached a tentative three (3) year agreement with the PBA bargaining team. To take effect, the tentative agreement must be ratified by both the Margate PBA members and the City Commission.
Below is a summary of some of changes to the provisions in the proposed collective bargaining agreement with the PBA:
1. Article 15 - Wages:
* Increase pay plan 4% retroactive to October 1, 2024
* Increase pay plan 4% effective October 1, 2025
* Increase pay plan 4% effective October 1, 2026
2. Article 18- Holiday: provides language that current members forfeit accumulated holiday leave payout if they no longer meet eligibility under FS 943.13. Also provides language that all members hired after ratification date shall forfeit accumulated holiday leave payout if they are involuntarily terminated from employment for disciplinary reasons.
3. Article 22 - Vacation: provides language that current members forfeit accumulated annual leave payout if they no longer meet eligibility under FS 943.13. Also provides language that all members hired after ratification date shall forfeit accumulated annual payout if they are involuntarily terminated from employment for disciplinary reasons.
4. Article 29- Take Home Vehicles: Expand boundary to tri-county area and implement a tiered mileage structure for monthly charges.
