Title

A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, AUTHORIZING THE ADMINISTRATION TO NEGOTIATE AN AGREEMENT WITH THE TOP RANKED FIRM, MBR CONSTRUCTION, INC.; PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) 2025-010 - DESIGN/BUILD FOR CENTENNIAL PARK REDEVELOPMENT; PROVIDING FOR AN EFFECTIVE DATE

Body

BACKGROUND:

Staff advertised Request for Qualifications (RFQ) No. 2025-010 - Design/Build for Centennial Park Redevelopment on August 18, 2025.  This solicitation was a follow-up and replacement solicitation to Bid No. 2022-001 that was previously rejected by the Commission at the recommendation of Staff because all responses to that bid came in over budget.  The new design/build RFQ provides for a reduced project scope for the park that should better align with the public input provided by residents.  Additionally, the new RFQ is expected to provide for a more cost-effective park redevelopment.

Two responses to the RFQ were received and subsequently opened on September 18, 2025.   A committee was formed to evaluate the submissions and rank the firms.  The committee’s rankings are shown below.

FIRM                                                                                                                                 TOTAL POINTS

Recreational Design & Construction, Inc.                                          427

RECOMMENDATION:

Authorize the Administration to negotiate a fixed-price design/build solution Agreement with the top ranked firm and return the negotiated Agreement to the Commission for consideration.

FISCAL IMPACT: None until a successful Agreement is negotiated and award of an Agreement has been approved.
