Title
A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, APPROVING THE WAIVER OF BIDDING FOR THE SOLE SOURCE PURCHASE OF ORIGINAL EQUIPMENT MANUFACTURER (OEM) PARTS, REPAIRS, MAINTENANCE, AND TECHNICAL SERVICES FROM ANDRITZ SEPARATION INC. FOR THE BELT FILTER PRESS SYSTEM AT THE DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES (DEES) WASTEWATER TREATMENT PLANT; PROVIDING FOR COMPATIBILITY WITH THE EXISTING SYSTEM; PROVIDING FOR AN EFFECTIVE DATE
BACKGROUND:
The City of Margate operates two (2) Andritz belt filter presses at the DEES Wastewater Treatment Plant that are essential for the daily dewatering of wastewater biosolids. These units are critical to maintaining continuous wastewater treatment operations and regulatory compliance.
The belt filter presses utilize proprietary mechanical components, electrical controls, PLC/HMI programming, instrumentation, and software that are manufactured exclusively by Andritz Separation Inc. To ensure compatibility with the existing equipment, maintain reliable operation, and protect the City's investment, replacement parts, repairs, technical services, and software support must be obtained from the original equipment manufacturer (OEM).
Approval of this sole source purchase and waiver of competitive bidding will allow the City to procure OEM parts and services necessary to maintain the existing belt filter press system in a safe, reliable, and efficient operating condition.
