RESOLUTION - APPROVING AN AGREEMENT BETWEEN BROWARD COUNTY AND THE CITY OF MARGATE FOR OPTIONAL COUNTY SERVICES; UTILIZING THE HOUSEHOLD HAZARDOUS WASTE AND ELECTRONICS PROGRAMS FOR AN INITIAL TERM ENDING SEPTEMBER 30, 2026; PROVIDING FOR AUTOMATIC EXTENSION; PROVIDING FOR RATE; PROVIDING FOR ANNUAL ESCALATION AND QUARTERLY INCREASE; PROVIDING FOR EFFECTIVE DATE

Body

BACKGROUND: On August 21, 2019, the City Commission approved an Interlocal Agreement (ILA) with the Broward County Board of County Commissioners to utilize the County's Household Hazardous Waste and Electronics Program on a fee-for-service basis.

The City does not utilize the optional Keep Broward Beautiful and Bulk Trash and Yard Waste Drop-Off Programs and provides for an Adopt-a-Street Program in-house.

The services provided through the ILA include the household hazardous waste (HHW) drop-off, HHW onsite collection once each year, and the recycled paint distribution program. If the City does not approve this ILA, residents will not be permitted to dispose of household hazardous waste at any location in Broward County, even if they paid an additional fee. In addition, the free paint program would also not be made available to Margate residents.

The City's current Agreement with Republic Services includes two household hazardous waste events, and Republic Services has provided an estimate for an additional household hazardous waste event at a cost of $65,000.

RECOMMENDATION: For consideration by the City Commission.

FISCAL IMPACT:
The costs for these services are charged to account 001-0710-519.55-09, which has a requested budget of $250,000 for FY2025. This same account has a remaining unencumbered budget of over $136,000 for 2024 against an original budget of $250,000.
